Exactly what constitutes a non-emergency? Domestic violence is an emergency. Rape is an emergency. Assault is an emergency. An auto accident is an emergency. So who are they sending this response team to? Those who are committing suicide and make a last plea for help, is an emergency. I don't understand the need for this.

I'm guessing this is a Michigan thing. We've had cameras for years in KY. Texas has had cameras for years. I don't hear any complaints on them.
