Family says the entire system failed them
A Flint family tells me the system failed them following the death of their father.
40-year-old Franklin Richard was arrested and charged with open murder and first-degree arson for an attack and fire at the Westgate Apartments on Flint’s west side on August 23.

I talked to Franklin’s brother Tony who tells me Franklin has a long history of violence going back to his youth.
Tony tells me his brother was on parole when he cut a tether off of his leg and is accused of committing two high-speed chases in Genesee County just weeks before the murder of his father.
His brother said, “He was a threat to society and anyone could get hurt if they got in his way.”

Tony told me his brother did not take his medication and was a danger to anyone he came into contact with.
Tony blames the Flint Police, the court system, and the parole officer who did not listen to them.
Back on March 23, Franklin was accused of causing damage to his mother’s home and according to relatives throwing gas in his mom’s apartment. The police were called but according to relatives never did anything.
Relatives tell me after that incident back in March, Flint Police allowed Franklin to go back to his dad’s home. The same home where he is accused of murdering his dad.
