Caro Considers 3-Pet Limit for Residents Under Proposed Animal Ordinance
Residents could soon face new restrictions on pets, animal ownership and what animals are allowed within city limits.
CARO, Mich. — A proposed ordinance that would limit the number of dogs and cats residents can keep is among several animal-related regulations being considered by city officials in Caro.
Under the proposal, residents would be prohibited from keeping more than three dogs, three cats, or a combination of dogs and cats totaling three animals over six months of age at a residence, commercial property or industrial property. The restriction would not apply to puppies and kittens under six months old, licensed veterinary clinics or kennels operating in compliance with state law and local zoning requirements.

The pet limit is one of several changes city leaders are considering as part of a broader update to the city’s animal ordinances.
Another proposal would require all cats kept within the city to be spayed or neutered by one year of age.
City officials are also seeking to strengthen leash requirements. Dogs would be prohibited from running at large and would be required to remain on a leash no longer than six feet when off their owner’s property, except within designated dog parks. Owners would be responsible for maintaining direct control of their dogs and preventing them from trespassing onto private property.
The proposed ordinances would also establish new sanitation requirements. Pet owners would be required to immediately collect and remove animal waste left on public or private property. Anyone walking an animal on property they do not own would be required to carry a means of collecting pet waste.
Additional provisions would require pet owners to present dogs or cats for inspection upon request from law enforcement, animal control officers, code enforcement officials or health authorities. Cat owners would also be required to provide proof of vaccination when requested.
The ordinance package would further prohibit residents from keeping a variety of exotic or wild animals within city limits. The list includes monkeys, large constrictor snakes, crocodiles, alligators, sharks, elephants, wild cats such as lions and tigers, and hybrid wild animals including wolf-dogs.
Exemptions would be made for accredited zoos and aquariums, wildlife sanctuaries, circuses, research facilities and licensed stables.
City officials are expected to continue reviewing the proposed regulations before deciding whether to adopt the changes.

Didn't know Caro was having an animal issue. Are they making allowances for support dogs? Do cats have to be on leashes? I know my granddaughter likes to take her cat on long walks and uses a leash. Why all the hullaballu over animals?
