LANSING, Mich. — After thousands of Michiganders weighed in, the Michigan State Board of Education voted 6-2 this week to approve revised health and sex education standards that the Michigan Department of Education says update guidelines last revised in 2007.
The approved document — titled “Proposed Revised Health Education Standards & Guidelines” — presents a new framework intended to align Michigan’s health education standards with the 2024 national benchmarks. It also draws attention for language that opponents say embeds sex-education content into broader curriculum areas.

What the new standards include
The memo from the department states that the 2007 standards are now “outdated due to significant changes that have occurred since that time,” and that the proposed updates would bring Michigan into alignment with the National Health Education Standards updated in 2024. The 75-page guidelines outline a “vision” section, updated guiding principles for health-education programs, and an organisation of the framework for K-12 use.
While the standards focus broadly on health education, they include references to “social and emotional competencies,” safe and respectful relationships, and what the department describes as “health education” units that local districts may opt into.
The controversy
Opponents — including Republican lawmakers and parent groups — say the language allows for sex-education topics to be embedded in subjects beyond the standalone health class, such as English Language Arts or social studies. One lawmaker warned of “learning loss and continuing exit from public education” if students are excluded from certain lessons because of their content.
Supporters argue the framework remains advisory and that local school districts retain control over whether and how to implement sex education units. The department further emphasizes parental rights to review materials and opt out of sex education lessons.
Public input and next steps
According to the department’s memo, a period of public comment was held prior to the board vote, and changes were made “to reflect these and other comments.” Michigan While the vote at the state board means the standards are approved, implementation depends on individual school districts choosing to adopt them, and some will likely continue to debate transparency and parental consent issues.

For parents: The changes may prompt school districts to revise local health-education courses, possibly incorporating updated materials on relationships, identity, emotional health and consent.
For districts: Local boards will need to decide whether to adopt the new guidelines, how to align curricula, and how to communicate any changes to parents.
For students: If a district opts in, the new framework could include broader health-education topics than previously offered.
