That $4.6 billion is chicken feed compared to what goes missing annually in Pentagon budget and has for sometime
e.g. during Vietnam, when I was with Naval aviation, they badgered us about thriftiness all the while unaccounted BILLION$
A good example, some of our aircraft unable to fly due to unavailability/delay in parts due to 'cost factor'
Mission preparedness took back seat to somebody feathering their own nest
